When it comes to player acquisitions, the buck stops with the GM.
Of course the team, scouts, coaches and even ownership might have a say, but the GM is the guy in charge and he ultimately makes MOST, if not ALL, the final decisions.
Every decision, in any business, in any organization is never made in a vacuum. That doesn't alleviate responsibility of THAT decision to the final decision maker.
Colbert was the final decision maker and he was for every pick the last four seasons he was GM. Not Tomlin. Not Roethlisberger. Not the scouts. Not Art Rooney II (all signs point to Art Rooney being very hands off in player acquisitions).
The only time ownership might have gotten more involved than most is the pick that literally gave Colbert his career: Roethlisberger. And that's proven by Dan Rooney autobiography in which is states he impacted that draft decision.
Colbert sucked. He was given WAY too much credit for his ability because the rode the coat tails of having arguably one of the 3-4 best franchise quarterbacks around the league for 15 years. I could look like a decent GM if I had Roethlsiberger as my QB. And so could many others here.

Colbert drafted Troy, Ben, Brown, Heyward, Pouncey, DeCastro, Watt, Hampton, etc. That's 3 absolute 1st ballot guys, with 3 more possible, I don't think DeCastro ever gets in. I think the Coaches have way more say than you think, the Roethlisberger thing, you never hear anyone say Colbert was interested in Andrews, it's always Cowher was interested in Andrews. The drafting philosophy changed from Cowher to Tomlin.
Our GM before Colbert got fired because he didn't draft who Cowher wanted.

The focus shifted to the front lines in the draft, and we became far more aggressive in player acquisition in free agency. It was a drastic departure from the Colbert years. He played the game well last year in bringing in players who didn't count against the comp formula as well. I am not judging the quality just that it was a very different approach and that shift was clearly delineated in the change over of GM.
