Just my opinion, but maybe a part of it is the product that the NFL is putting out there is not what fans want to see, especially in a historically blue collar town. The kneeling, rule changes, softening up the game, the new NFL where defense is non existent. Maybe it is all a perfect storm. Here in Indy with a dome stadium, they are seeing the same attendance issues.
This pretty much says it for me although I would add that the Rooney's aren't putting a good product on the field and nobody, including the players, seems to care. If the team and the coaches are satisfied with mediocrity, why should the fans be enthusiastic? You want to see some loyal fans - look at the Browns fans. With their team, through thin and thinner, living on the tradition of excellence they had over 50 years ago before most of them were born.
