Didn't they make all cut blocks against the rules or did they not make that change?
I don't think that rule made it in. It's long overdue but the safety rules (from my perspective) always tend to have a pro-passing game slant to them. Notice that helmet to helmet isn't really discussed with regard to running backs or defensive players. Just receivers and quarterbacks. If you ban cut blocking, it's going to be tough on the smaller running backs to pick up the blitz. That means more hits on the QB, and Goodell just can't have that.
