The bottom line is if someone cut the caulk it will be on video and it should not be too hard to find people wading around in the water. Knowing Trump if this video existed he would be plastering it everywhere to show the crazy lunatics. If someone did cut the caulk then sure they should be prosecuted. The people that damaged the grass should be also prosecuted. If Hearn really did pick up loose debris that is still not damaging the pool beyond what it was. He is being used as a scape goat and it is going to waste tax payers time / money. He will probably sue which will waste more time and money. The damage was done long before he even showed up. Another thing is if they just said it was a messed up project it would have drawn way less attention than it is now. Now it becomes more of a target / challenge for people to vandalize. By all accounts there were many errors. The pool was not left to dry long enough, the liner did not have enough curing time before filling, and they drove on it for who knows why. It was just a botched job"Someone" is everywhere. Your "plausible" theory could also be in conjunction with someone cutting the caulk.
