There is zero revenue for the Steelers to make any moves. -$19M that disappears if the cap is where it was last year, but it's still a floor and not a solid cap.
Saying the floor is up $5M than what was agreed upon really doesn't change the fact that the Steelers can do nothing until the final cap is set. If they said the floor would be $190M, which is $10 under last year, that would have started restructures.
It might be like last year again where the league has to push back the start of the season, to agree on a cap number, then it has the Steelers scrambling to get compliant with zero chance of singing priority FAs.
