Steelers Expected to Franchise Tag Bell

Week 1 has nothing to do with the tag money....he could hold out the first 10 game and report for the last 6 and still get the entire tag price of $14.4 mill.

No, he would get 6/17th of $14.4 million and earn free agency. He would forfeit upward of $9 million.

According to the ticker on ESPN, the Steelers offered him $13 million per last season, and have increased the amount per year this year, but Bell said he will not play for less than $14.5 million per season. This was Bell's quote scrolling across the bottom. Saw it at the gym this morning. Like $13+ million isn't enough. Egads.

If a player subject to a Franchise Player designation accepts the Required Tender, the resulting Player Contract shall be fully guaranteed if the player’s contract is terminated because of lack of comparative skill; as a result of an injury sustained in the performance of his services under his Player Contract; and/or due to a Club’s determination to create Room for Salary Cap purposes. For purposes of this Subsection only, any contract termination due to the failure of the player to establish or maintain his excellent physical condition will be subject to review of a neutral physician appointed by the parties, whose physical findings will be conclusive in any arbitration proceeding relating to the physical condition of the player at the time of the exam, provided that such exam takes place within twenty (20) days of the contract termination.

I could be mistaken but once he signs he is GAURANTEED the entire tag amount regardless of when he shows up.

No, why would Bell have showed up right before the regular season if he didn’t have to play to get paid? It’s like any other contract, if a player withholds their services, they don’t get paid. It’s only guaranteed if they get injured.

What does this have to do with a healthy player under contract refusing to play?

Well I didn’t see a subsection that addressed that so donno. All I see is a section that states fully guaranteed and if there is no mention of it then you go by what the contract states, ....fully.
 
I think he'll play for the tagged amount but I'm concerned that he'll go all Mike Wallace and not give full effort and play not to get hurt.
 
Let me try and help clear this up.
The Steelers have tagged Bell so he doesn't hit the open market for the other 31 teams to bid on his services.
Bell has NOT signed this tag, so he is still a Steeler.
Bell can withhold from signing this tag for as long as he wants.
If he doesn't sign it when week one kicks off, he doesn't get a paycheck for that week.
He can keep repeating this every week if he wishes.
But before week 10 kicks off, he would need to sign this tag in order to accrue another year in the NFL for free agency/pension purposes.
If he signs the franchise tag prior to week 10, he is only guaranteed the prorated amount of the franchise tag for the games/training/practices he reports for going forward. He would NOT receive the full 14.5 million amount for only playing in 6-7 games.

With his injury history I'd almost rather he sit out the first half of the season, save the team some money and he's healthy for the playoff run.

Would you be willing to pay for him to sit out???? And with our defense needing help we will neede all weapons aboard. That means Bell as well plus with him signed we get near zero help on last year's "D" to upgrade. Lose all the way around.

No, because he doesn't get paid for the weeks he sits out. If he doesn't show up by Week 1 then I would listen to any reasonable trade offer. Of course he's still going to want the same money so I really don't think anyone will want him for $15 mill a year when no other top RB makes more than $8.5 mill.
