I think there is going to be a few more teams looking for quarterback in 2027 than 2026, so I'm not sure stockpiling picks for that purpose is a great idea. TBH I don't think stockpiling picks in hopes of trading up to get a quarterback in a future draft is ever a good idea, as there are just way too many ifs, buts and maybes one year out. As you said rumour had it 2026 was going to be the draft to get a quarterback of the future, what makes you think the 2027 crop aren't also going to fizzle out in 2026? Where will Steelers be drafting, who else will be looking for quarterbacks and what draft picks will they have, will there be anybody wanting to trade down in 2027 and what will it take?
I only see two teams apart from Steelers potentially drafting QB high in 2026 - Las Vegas and New York Jets, whereas I could see as many as 5 or 6 in 2027. There are quite a few teams still assessing their 2024 and 2025 drafted quarterbacks (Atlanta, Cleveland, New Orleans, Minnesota), who probably won't be drafting quarterback early in 2026, but may be ready to move on in 2027 if their young quarterbacks aren't panning out by then. If Arizona and Miami are ready to move on from Murray and Tua, 2027 is when they can do so without copping hefty dead money, and the Rams will at some point be thinking about life after Stafford.
To be clear I am not advocating drafting a quarterback in 2026 if there isn't one there. If there isn't a quarterback worth the picks, I'd much rather the Steelers use the picks to build up the rest of the offence and get younger on defence, so whoever is quarterback has a good team around them, rather than putting the eggs in the 2027 quarterback basket.
