The Ravens are at pick 22 and they just lost Mosley. If the Steelers sit and wait for Bush to drop to them at 20 you risk the Ravens jumping in front of them to fill their big need while screwing the Steelers at the same time. Sometimes you need to be proactive.
Last year the Steelers were trying to trade up to take Rashan Evans and the Titans either got wind of it or expected it because they traded up a few spots to make sure they got him instead of waiting for him to fall to their pick.
Balt don’t have enough to jump up unless they give up future picks. Something they rarely if ever did under Ozzie. Their 2 3rds wouldn’t allow them to move up above 20 according to the draft chart.

Is one of the 3rds a comp. pick and if so, I thought they couldn't be traded??? Maybe I'm missing something here?

The trade chart I saw has Baltimore’s third round comp pick being 92 points plus their first round (780) is 872 points and pick 19 (Titans) is 875 so that might be enough. Ironically, the Titans and Ravens swapped first round picks last year. As you mentioned they have a new GM and he might want to make a splash by filling a big need and sticking it to the Steelers at the same time.

I've seen a couple with him going higher than 20.
