Is it true if the Steelers sign a released player like Weddle it does not effect the FA compensation formula next year?

Why are the Rats releasing him?
Weddle, who turned 34 in January, was set to enter the final year of his contact, which paid a base salary of $6.5 million. NFL Network's Tom Pelissero pointed out Weddle could have earned an additional $1 million in incentives and the release will save the Ravens $7.5 million against the salary cap.
The Ravens are interested in re-signing linebacker C.J. Mosley, who is eligible to become an unrestricted free agent on March 13, so the extra money could help the effort.

Bring him in and kick the shirt out of him....... for being a rat bird......... then kick the tires and see what he’s got. Can’t hurt to evaluate new/ existing proven talent. Might get the right deal and player.

Steelers don't sign older guys like Weddle. Just haven't done it and probably never will (and I think that's a good formula for the most part). He's done.
