NCAA already has the rule bringing the touchback to the 25. Much like the NFL, teams started kicking high and short of the endzone because they could usually make the tackle short of the 25.
Now the NCAA is voting on a rule that would allow the return team to call for a fair catch and it would still be brought to the 25 as if it was a touchback.
if this passes, you can pretty much say goodbye to kick returns in college football.
