Why is everyone assuming a franchise tag on Bell will cost $14.5 million?

Can we not use the non-exclusive franchise tag and let Bell find out how much he is worth on the open market, then simply match that number or accept two first round picks? My understanding is that we still have to offer him the 120% number but have an "out" if he negotiates a contract with another team. There then appear to be three possibilites:

1. No one offers him a contract and we have to pay the man the $14.5 million, but I doubt he gets no offers.
2. Someone offers him a contract that is less than what we would have negotiated so we simply match it and then we have the option to trade or keep him at that price.
3. Someone offers him a contract that breaks the bank and we let him go and get two first-round picks. Doubt if any team is actually going to do that but that, to me, is the best case scenario.

I don't think Bell is worth what he thinks he's worth - history of season-ending injuries or drug suspensions and he can't keep his mouth shut. This is the first year I think he has played a full season with the possible exception of his first. I'm afraid he's going to be another Lamar Woodley if he gets a big contract and will end up costing this team dead cap money years after he is gone.
 
No one will offer 2 first round picks for Bell. In fact, there are probably only a couple teams that can even do that this year. The No.1 have to be this years picks from what I read on the PG. All of the writers on there pretty much dismiss the non-exclusive tag as no one will take it.

The two first rounders are consecutive picks (yearly). They would be this year and next year. However, the teams can negotiate the terms if necessary. But TDX27 is correct, no team will swap two #1's for Bell. Even Cleveland isn't that stupid.

They hired a baseball guy to be their GM at one point, kept Hue Jackson after two years' worth of beyond ****** teams, passed on Wentz and every other 1st round talent from that class, and hired Haley.. Let's not underestimate the stupidity of the people in charge over there.

Maybe not two #1 picks. Perhaps a team offers there #1, #3 and #6, plus we save at least the franchise tag on the salary cap, allowing for the Steelers to re-load to the defense with veteran NFL free agents.. Would the Steelers be better off? I think so.

2017 produced quite a few good RB's.

Now comes the hindsight part where some poster will roll their eyes. I wasn't a big fan of the Conner pick. He's an Amazing man, but we could have drafted Tarik Cohen or Jamaal Williams. I did like Kareem Hunt and mocked him in some of my drafts, but he was off the board before we selected in round three.

I think it is not an accrued season for him then and if he decides to come back for that following season I think he can be tagged by us then. He could sit the 1st 10 game (Vincent Jackson did this if I recall with the Chargers) then the season becomes accrued.

Funny, you remind me of a less charming version of Forrest Gump. I might just follow the football comments you post. While the info won't be very deep, I'll keep the comments related to football.

Well tomorrow is the fake deadline the Steelers and Bell have to get a contract in place. So, we shall see. If he's on the team, I hope it's not under the franchise tag. If it is, the only way for us to get any players this year will be through the draft. They still need to cut Mitchell and redo Ben's contract just to franchise Bell, let alone sign any free agents.

And you need money for the year, and money for free agency. But a Ben/Brown/Haden/etc. restructure could be the problem solver.

With all the teams out there the Steelers are arguably one of the best at getting what they need out of the cap.

I see the Bell concern, but think it will all work itself out.

If we give him the non-exclusive franchise tag and another team offers him a contract below what we would have offered, Bell then has the choice to accept the franchise or the contract offered. If the latter, we can then match the contract and get him for the price they offered, right?

Bell would still need to ACCEPT the offer, so number 2 isn't happening...

should be enough bell to the contract he wants he has us , we cant play the bluff move that trade and we replace you with Conner and Ridley or a rookie, as that wont get us to 13-3 or even with our schedule 11-5, we need home-field
