What is Jesse James upside as a pass catcher?

Our TE's don't have a lot of upside when you have Brown, Bell and the other receiving talent the Steelers currently have.
We would rather have the ball in the more talented players hands rather than the TE's. Only so many balls to go
around. We use the TE's to keep the defense honest.
