Did they ever explain why someone other than the person who fumbled the 2 point conversion was allowed to recover and advance it? I thought that late it was a no no

A fumble is classified different than a backward pass. A backward pass can be advanced, which is why we can see laterals that hit the ground still picked up and advanced forward.
