Algae was an issue in the past and it certainly doesn't take long to bloom. There is video of the cyclist being arrested and I can't see anything on the video of what he did. He may have touched a hose the worker was using, but you can't fair see anything. It also has 0 to do with the algae or liner peeling. Trump says others have been arrested, but there is no record or statements confirming this so looks like total BS.
