I think he is healthy but with limited mobility in his arm due to the protective strap and he has trouble shedding.

Read the rule. As long as the defender doesn't turn the WR the arm doesn't matter. Now if the rule changed from last year then I need to be educated. Minkah didn't go thru the WR and he didn't use leverage w/ his arm.
