They have to change the challenge rules where you can challenge penalties inside the red zone at least. Inside or any foul that would move the ball inside the red zone.

That completely changes the momentum of the game as well. Saints just used a time out and the Steelers had great coverage to force a turnover on downs. Instead a referee feels the need to insert himself into a game.
