you'd think it would be one person's job to be constantly chatting with other teams during the entire draft, just in case someone developed a need or urge to trade that could be beneficial to the Steelers. Even just to gauge any developing intel...

The Steelers don't do that. They wait until their turn and rush to the podium, no trade offers are solicited or taken. Especially, not before their turn at the podium.
