If I were the Brown's GM...

That's the thing. This is their draft year. They stockpiled picks, not to move around, but to develop a team. This is a thick draft with talent, and if they stand pat, they will have a ton of it. If they want to improve themselves, I personally think they should wait one more year on the QB and pick one up in FA. We'll see what they do, but if they bone this draft, they will be terrible for another decade.

At some point you need to get elite players. The Steelers arguably two most important drafts in the past 20 years were in 2003 and 2004 when they landed Polamalu and Roethlisberger. The only other talent they acquired in those drafts were Ike Taylor and Max Starks. The Browns need help across the board, but if they have a chance to move up and get that franchise changing elite talent, you make those moves. They have a chance at No. 1 with Barkley and at No. 4 they can get another. Knowing the Browns, they'll probably keep the top pick and then pass on a great player at 4 to trade back for more picks.

If I were the Browns' General Manager:

I'd take a long, hard look at myself in the mirror and try to determine what life choices led me to this point.

Then, I'd ask to be traded.
 
If they believe that Cousins is a franchise QB then they should move heaven to get him. I wouldn't want to pay him $30M/year personally - he' not a top 5-10 QB.

If not they should sign McCarron as a stop gap and draft whichever QB they have a hard on for, unless someone else does a Ditka and expressly trades up for Barkley and they can still land the guy they want by trading down. This league is all about the QB and they have to do whatever they can to land one. Personally I'd take Allen.

After that you have four QBs at camp and can let that play out. They have cap money to go and back fill holes elsewhere. #4 is then BPA with a **** ton of needs and a decent enough draft class to choose from. With the way QBs are being valued and over-drafted they could trade out of #4 and get bucket loads for it.

They just need to add some veterans that know what it's like to win. They're not that far away and need people with a winning mindset in that organisation. There's too much youth that hasn't won **** in that building and they need some leaders that know what it takes.
 
The Browns ownership are bad business people. That mentality will always be a roadblock to success.
 
They're out of the race for Cousins. So it's a QB at #1 or #4.
