If Bell holds out to week 10, If I were Colbert and Rooney, I would franchise Bell a third time for the 17.45 million, just to delay and make him another year older. Supposedly they were willing to pay him around 12.5 million per year.
Any money he loses by not signing before week 10 (8.5 Million) rolls over into next year’s salary cap.
This way they get 8.5 million that he loses this year into roll over next year, so for the rest of this year he gets 6 million, 17.45 million next year for a total of 23.45 million dollars if he wises up and reports on time next year.
In all it only costs the Steelers around 11.8 million per year on salary cap for those 2 years, which is less than they were reportedly ready to pay him. Plus, no dead money at the end of next year. If Conner does great, then even if Bell holds out again next year the money that he loses each week goes back into Salary Cap for 2020, and he can see what kind of deal a 29 year old RB gets.
