How can I legally get the games at home?

Generally speaking, 30-40% of the Steeler games are aired by one of the local PHX stations, either because of being in prime time or a decision based on popularity. The only conflict is when they're up against the Cardinal broadcast and there won't be another game televised at the same time.
I'm convinced there are more Steeler fans in the valley than AZ fans, based on license plate frames, etc., and we take over their stadium when the Steelers play here.

I get it, and for the most part I share this sentiment. But, the MIL is not going to have too many seasons left. We want her to live as long as she is alive. She loves our Steelers - my fault.

Is Harold's still a big steeler bar? Not sure how far it is from where you are. Cave creek .

It's a ways, but not too far that we won't go. We've been there before, and will go again. We're just trying to save money instead of going to sports bars all the time.

100% get it. Have to get there super early just to get a good table. Even cheap beers add up to a lot of $$.
 
I'm in Canada and have a service called Apollo Group TV on my firestick. Sometimes not the greatest with buffering and usually about 30-60 seconds behind but works fine as needed.

You can have up to 5 TVs at a time on an account and I think it's about $120 for the year but gets you all TV channels, movies and TV shows. I'm lucky because I'm on a someone else's account so don't know for sure. You just have to be careful because supposedly there's a lot of fake sites under the name.

Harold's can get pretty crazy crowded on game day or days before if the Steelers are playing here.
Personally, I prefer the couch and an accessible refrigerator and bathroom.
