Depends on the league settings. Where QB's are credited with 6 points for a TD pass, plus yardage, then QB's are the biggest producers, by a huuuuuge margin.
Further, there are maybe 5 elite QB's, 10 other good QB's, and only 32 QB's start every Sunday. Meanwhile, 64 WR's start, and a #3 WR on a pass-happy team is likely to produce 800 yards and 7 TD's.
Of course league settings matter.
ONLY in the case where you're required to start 2 QBs should QBs be considered in the first 2 rounds.
I play in a 12 team, PPR, where all TDs count 6, including passing.
QBs get 1 pt for every 25 yards passing. Minus 2 for INTs or lost fumbles.
Top player? Aaron Rodgers at 418 points. Number 12 QB? Philip Rivers 316 points. Difference of 102 points or 6 points/game.
RBs get 1 pt for every 10 yards rushing. 1 PPR. Minus 2 for fumbles lost.
Top player? Le'Veon Bell at 355 points. Number 12 RB? Joique Bell at 188 points. Difference of 167 points or 10 points/game.
WRs get 1 pt for every 10 yards receiving. 1 PPR. Minus 2 for fumbles lost.
Top player? Antonio Brown at 376 points. Number 12 WR? Mike Evans at 236 points. Difference of 140 points or 9 points/game.
Rodgers and Luck both went over 400 points and there were a total of 14 QBs over 300 points.
Le'Veon, DeMarco, and Forte went over 300 points....that's only 3.
Antonio, Demariyus, Jordy, and Dez went over 300......that's only 4.
Yes QBs in this scenario are the biggest producers by a wide margin when comparing to every other position. But that's the wrong comparison.
What produces more total points, and thus a better weekly average? Aaron Rodgers plus Joique Bell ( 606 ) or Le'Veon Bell plus Philip Rivers ( 671 )? Aaron Rodgers plus Mike Evans ( 654 ) or Antonio Brown plus Philip Rivers ( 692 )?
You need to look at VOR ( Value over Replacement ). The dropoff at the respective positions are vastly different. It's steep with RB and WR. It's only a slow fade at QB.
The league I mention are diehard football and fantasy players. Been playing for over 20 years now, back to when you scored without the aid of a computer.
The first QB typically goes off the board at the end of round 3, around picks 32 - 36. Luck was first in the above scenario at #33.
It's harder to find massive producers at WR and RB than it is at QB.......regardless of scoring format.
