Different position. And I am sure the Steelers aren't overly loving that. They are kind of stuck between a rock and a hard place. Lack of depth. not a lot of attractive free agent possibilities.
And too many bigger needs to address. As of right now they need a ILBer,CB,WR and arguably a S. And whatever backups leave will need replacements.
They probably think well he did improve, maybe we haven't seen the best of him. And who really knows, maybe they haven't.
Bell is extremely productive as one of the best at his position. Dupree was invisible in 2017 and is at best an average starter. I though the Steelers offer to Bell was beyond fair and his asking price compared to other RBs was ridiculous. However, when you just compare talent and productivity, it isn't even close between these two and I get why he wants more.
