I'm fine with this criticism of Tomlin for not developing DBs. But you'd also have to give him credit for developing OL, WRs, TEs, RBs, DL, DE, and LBs.
Shazier and Watt were sort of can't-miss guys. Spence got hurt so we'll never know. Woodley was good until he got his second contract and spent his newfound money on food. Worilds, Uncle Jarvis, and Durpee, umm, no. Give Shades a 60% which is still a failing grade.

They gambled $800k on him coming around...maybe he will, maybe he won't. We shall see.

Tomlin's OL sucked until Munchak got here. What great TEs has he developed? McDonald is from SF. Since he took over in 07' he has drafted Spaeth, Johnson, Paulson, Blanchflower, James and Gentry (this year). 13 drafts and that's all they got out of the TE position. Not sure why you put DL and DE? He doesn't use the NG much and they don't have a Hampton in there. At DE you have Tuitt and Heyward. Both are good players but Tuitt is just that... good. Who else did he develop?
Fact is I can't tell Tomlin does much of anything. The OL was horrible. The Steelers hire Munchak and it gets much better. Most of the great defense was left over from Cowher. Right before DL left the FO started drafting different type of players on defense. It hasn't worked out. Tomlin doesn't do much with the offense. That's Ben. He's taken over the defense but it hasn't gotten better even if a few individual players are doing good. Watt is a good player, Heyward is a good player. But the HC (who is suppose to be responsible for putting players in the right spot) can't do anything with them. What exactly does he do well?

for TE Jessie James played far above his draft status, and he is a starter in this league. Outcoached Maxx Williams of the same year, who had more god given talent, and now is looking for a job. Development isn't always making pro bowlers, it's turning college athletes into productive starters.
The amount of development is palpable at OL. Hubbard, Finney, Beachum, Villanueva, Foster, all low drafted or undrafted guys that are now starters. That is development under a head coach.
Like I said, If you put the blame on Tomlin for the DBs not developing, you have to give him credit for the development of the other positions. Otherwise, you just don't like the coach, which is fine, but the argument doesn't make sense.
Still have to take the player as oppose to passing on them. Also took Bush and Jarvis high. Jarvis was a bad pick and never developed. Worlids would have been the top OLB in FA that season before he retired. He was producing, and was young. I guess we'll never know how good he could have been. His heart just wasn't into football.
I also wouldn't call Dupree a failure yet. He's at least productive and can make plays, unlike Jarvis, though this is his last year to make an impact.

I'll simplify it for you. 3 playoff wins in 8 seasons. A defense loaded with 1st and 2nd round picks giving up 5 4th qtr. leads last year. So please show me all this great development. So I don't care if the entire team is made up of 6th round picks if they can't win in the playoffs or get to the playoffs. What's the point?

Worilds would have kept playing but no one offered the big FA money he thought he was going to get. He was good for one half of one season the year before he could be tagged, got the tag money, then promptly went back to being the old Jason Worilds. Teams saw this which is why no one offered him big money, not even the Cards.
I would. He will be another in a long line of Tombert's high draft picks on defense who are not offered a second contract. He will play this year, his last as a Steeler, get signed and cut by two teams in 2020, and never heard from again.

But with Worlids, That isn't what happened. He was set to be a free agent and retired before any offers were given. Philly had a ton of interest in him to be their next OLB, and they had the cap space. Worlids didn't receive any offers because he rescinded his free agent status before the start of free agency, to retire. Money was never a factor because you can't make an offer on a player who isn't in the league.
Ahh, people had to be talking to his agent and he had a rough idea of what was out there and it wasn't what he expected. We talked about it here a lot. He was looking for $9 mill a year as I recall but his performance his last year here didn't merit that. He was a mid-pack player, not a top tier LB. 1 INT (making a total of 1 for his career), 2 fumbles recovered, 7.5 sacks, 39 tackles. 20 assists. His 39 tackles in 2014 were tied with Manti T'eo and Coty Sensabaugh for 196th. The top LB's that year had at least twice that many. He wasn't going to be humiliated with $3 million a year so he retired.
I agree he had slightly above average stats, good but not great, still he was the best FA OLB available that season and didn't even test the waters. Philly sports talk was screaming for that guy, and I would chuckle, because I knew he was 'a guy' and not a savior for their D.
Worlids didn't want to play football and retired before anyone could sign him. It's when we had the big run of great LBs retiring before their 2nd contracts (liek the 2 LBs from SF - Willis was a monster, and poof he's gone). All from the CTE scare with Jr Seau killing himself and being positive for CTE)

No, you acted like you couldn't understand it so I boiled it down for you. There is a reason why the FO almost always hires former HC or keeps HOF DCs around Tomlin. Why don't they have any young up and coming coaches on the staff? Because Tomlin needs great people because he brings nothing to the table. He's always had someone bail him out. OL sucks? Let's get a HOF coach. Now let's give Tomlin credit for a great OL even though he has nothing to do with it. He's always had a HOF QB. He had a HOF DC for years. Now that he has taken over the defense it sucks.
Or perhaps you can credit Tomlin for hiring the best person for the job, and not needing to rely on unknowns?

He isn't in charge of hiring and firing. He wanted to keep BA and was told no. He was told that Butler was the heir apparent to the DC job. So now he coaches LBs while Tomlin runs the defense. I haven't seen anything that makes me think he is in charge of hiring or firing anyone. Most good coaches have people they are mentoring. Tomlin doesn't.
Our ST's are among the worst in the league in most categories yet Shades did not make a single change in ST coaching staff. Three possible scenarios:
1. Shades doesn't know what the **** and is unaware that his ST's are horrible.
2. The team doesn't want to fire anyone who is under contract and have to pay them for not working. This page out of the Mike Brown playbook seems to be a trend lately.
3. Shades doesn't have the authority to hire and fire anyone, which coincides with #2 above.
