Big Ten got sued by Nebraska parents. Also, the Nebraska state Attorney General sent a letter to the Big Ten advising them that they were operating in the state as a non profit and they did not have the proper paperwork on file, so they would have to submit a shitload of documentation including all their bylaws and the reasoning for cancelling sports,
One thing you have to consider is that the academics at many Universities actually HATE sports, particularly football. They see it as a drain of resources and are jealous that their universities got more recognition for football than for the paper they wrote on the effects of cow farts on the environment. So many of the administrators loved the idea of cancelling football.
The Big Ten assumed that when they cancelled, the other conferences would follow. But the Big 12, ACC and SEC actually followed the science and didn't panic. That's when the Big 10 started feeling the pressure, especially when most states were playing high school football.
I hate the Big 10 and hope that someday Penn State will jump ship along with Notre Dame to the ACC and leave the B10 in a smoldering heap.
Schedule is not out yet. They will do 9 games. Penn State TE Pat Freiermuth (best TE in college) has said that he will play. LB Mikah Parsons, future top 10 pick, has opted out but maybe he will reconsider now that the B10 will play what will pass for a full season this year. On the other hand, he really can't improve his draft stock any more.
