I disagree that a RB wouldn't be needed even if Bell signed. You have two RBs prone to injury, and a third was a 1 year loaner. Not so sure they will pick up a free agent RB. If they don't a need is present.
 
Connor probably still won't be 100% at the start of the season and definitely not ready to be the No. 1 RB. We can't and shouldn't count on Bell playing in game 1. I would not be surprised to see a RB taken in the 3rd round. If they take one earlier than that, they very well could pull Bell's tag at some point or force him to sign it sooner than he did last year.
 
I WAS of the opinion that RB was a low priority, but with the ongoing Bell saga, I would move RB up to round 3. I still want ILB, S, OLB, but RB is now of greater concern to me than WR/TE.

If he isn't signed by the draft I wouldn't be upset with a first round pick spent on RB if he was BPA.
