The NFL does need a developmental league. The product on the field has gone downhill since they virtually outlawed hitting in practice.
College used to teach football but they don't anymore. At least nowhere near as much. Now all the college coaches figured out that you don't have waste your time teaching fundamentals when you can just spread the field, have a running QB and college defenses can't stop you.
OL used to be one of the safest picks your could make. Not today. Now half these guys have to be taught how to block because all they do in these spreads is sit in a 2 point stance and just get in somebody's way for the 2 seconds it takes their QB to make the pre-determined throw that the coach signaled in from the sideline.
It used to be that development was needed for QBs. It always took time for them to develop and since you only play 1 QB, it's tough to get game reps for backups.
But now you need development of all positions because colleges arean't teaching the basics anymore.
