Why is he still unsigned?
Green and the Steelers have yet to come to terms on his contract yet, is what I am guessing.

Buckeye is right. After the first two rounds contracts are basically boiler plate. The only difference is the bonus (flexible part) at signing. Since all rookie salaries are predetermined, those who sign earlier has a chance for more up front bonus. It’s why the later round players get signed first (less bonus for the slotted amount). Don’t know who Green’s agent is, but he has to know being last to sign pretty much sets what is available for bonus on his slotted salary. I’ve also heard there are some agents who are difficult regarding the “recovery” of prorated bonus money, if the player doesn‘t make it through the rookie contract.Compensation is slotted per the rookie pool. It's my understanding that how much he'll receive is not disputable. HOW he will receive it in terms of how much is signing bonus, salary, etc. is somewhat flexible. According to one of the sites I read recently (can't remember which), it's the flexible parts that they are still working on. He'll sign his contract soon since the money is what the money is; no matter how it's paid out.
