Why would anybody be opposed to signing James back? Right now the Steelers have exactly ZERO TE that can block and catch. This is not a great TE draft. Most of the TEs are more receivers. Few TEs come out of college being good blockers. It will likely take time to develop one if they draft one late. Steelers need a starting TE that can inline block. Ebron can’t block for ****. Right now the TE is tackle eligible Joe Haeg who they just signed.
James would come cheap and does not stop them from drafting a TE that can be a #3 developmental guy kind of like James was when he was drafted.

James is an average blocker and a below-average receiver at TE. He is a backup or our 2nd TE brought in to block. He is not even close to McDonald in talent and the only way I'd bring him in is on the real cheap. He wasn't even the No. 1 TE anymore in Detroit. Hockenson passed him his rookie season.
If they had plenty of cap space, I could see them kicking the tires on others. They know what they have in James. He fills the need.
