1-so if he was cut,does that mean any team could have picked him up?
2- I am assuming not everyone is eligible for ps designation. What are the eligibility rules.
3-does ps squad count against salary cap?
4- how many years can you spend on ps squad,and does that count as years of service in NFL...as in for your pension eligibility.
5- re salary....is there a set salary for ps squad? Max or Minimum?
1) To their roster yes, and that applies to the waiver claim rules. To PS it's up to the player where they want to go. They can refuse a PS designation. See Ayres, Matt Thomas
2) True, too many rules and nuances, google practice squad rules
3) yes
4) See #2 but generally under 3 years of service and can't be on a PS for longer than 3 years.
5) PS salaries are set by the CBA.
There is the reality of the information that comes out to the public and then there is the part that they talk about. The maneuvers that happen behind the scenes. It very easily could have been this. Holton is the 6th receiver. They planned to keep 6 receivers on the active roster, but needed to get through the initial cut down. They told him they were cutting him, but he will be brought on the 53 after they IR another player, before the season or lets be honest somewhere down the line their will be an IR. They risked him hitting the market, but did have a handshake deal to bring him back. It wouldn't surprise me at all if he was on the active roster before game 1.
I don't understand why he was PSed at all. Especially if they are going to activate him today. Perhaps they aren't IRing anyone? Weird...

i hope this was the case but why him?
it seems as tho they could have done this deal with a variety of guys and not risk having holton grabbed by another team
i would think there are other players on the team or ps that had less of a chance to get signed based on their preseason production
i assume a player has the right to refuse being signed to another teams 53?
