Because Bud would be a nice rotational option compared to Chick....
If they were to get Houston. could Bud make the switch to Inside, i'm not sure if he could or not.

Adding Nelson as a CB and Houston as an edge rusher to replace Dupree would improve the defense quite a bit. Then draft Devin Bush to play ILB, a guy who has elite speed and can upgrade RB and TE coverage instantly. (Please, Butler, do not have an ILB cover a team's X receiver. Or Y receiver. Or any wide receiver except short middle zone. That is all.)
Pick a S, RB, CB and WR in rounds 2-4* and the team is now rebuilt for 2019.
* My approach - not that anybody cares - would be: Taylor Rapp (S) round 2, Trayvon Mullen (CB) with 1st pick round 3, Northern Arizona WR Emmanuel Butler later round 3 pick, RB Alex Barnes round 4.
Defense massively upgraded with Houston, Bush, Nelson, Rapp, Mullen. WR position addressed with Butler and Moncrief. RB position now 3-deep with Conner, Samuels, Barnes.

It may be. Team has a lot of needs going into the draft, and they will have a ton of cap room in 2020. If they can finagle a few deals to get under the cap in 2019, then they will have no cap concerns 2020.
