I think they all know that he isn't going anywhere with less than a one. So if they have that in mind, Colbert can put them against each other driving the return up.
Whoever he ends up with gets a quality receiver, even with the baggage he may bring. The Steelers get a first that we all hope Tombert doesn't screw up.
