One thing that needs consideration. If Bell doesn't report in Week 1 and Ben gets hurt in the first game to the point of being out for an extended period of time, then we pull the franchise tag immediately. The season is basically over and we can be 8 - 8 without him.

Some might argue that it is even more important to get Bell in than if say Ben goes down for say 8 weeks. Having the best RB at our back up QB's disposal would only be a plus.
