One of the complaints during the Cowher/Stewart years was that there were BETTER free agent QBs available than what Cowher chose to bring in. Cowher COULD have brought in better than Tomczak and Graham . The fact of the matter is that Cowher attempted to coddle Stewart by not bringing in any real competition for the QB job after O'Donnell sabotaged the Super Bowl and ran to hide in New Jersey. He chose to roll with Stewart, Tomczak and Graham and in doing so, wasted the prime years of a helluva good defense by teaming them with an offense that could have been better with less erratic QB play. It's to Cowher's credit that he was able to get as much as he did out of those teams. It's a hit to his legacy that he chose to make it that way.
Hell, 1 year of Jeff George might have put him over the hump for another Super Bowl. I know the guy was a head case, but he was better than what was brought in.
