Here's an idea to make health insurance affordable, make it a $1,000 deductible to visit the emergency room. My cousin worked for United Healthcare and said so many people go to the ER for a headcold or a stubbed toe that alone jacks peoples rates way up. It's like 2k just to walk into the ER so make the person who needs it pay for half. 99.9% would call and make an appointment. And I think it's like $100 just to visit urgent care so make the person have to pay 100% of that. Honestly, if I needed to use the ER I would pay the grand to go and I think most people would but it would also make people think before going to the ER and say, Hmmmm is this a real emergency or can it wait until 10:00 am tomorrow.

Oh, and let hospitals have right of refusal. That way someone comes in to the ER owing that hospital or other a bunch of money they can say we need that $1,000 in cash or credit or you have to leave. Or don't have insurance too bad go to the free clinic.

Also, for Obamacare or low cost insurance they should make specific hospitals that are "learning" hospitals and that's where your insurance is good. You go where young doctors and learning and hone their skills.

I've said it before, but it bears repeating. Offer 3 plans that ANYONE can subscribe to. Let the big insurance companies bid on a 5 year contract.

1 Major Medical - this would be the cheapest option with let's say a $7500 annual deductible, no lifetime limit, 6 month wait for pre-existing conditions.

2 Major Medical with preventitive care options. same as above, but also a $100 co-pay

3 Same as #2 without the co-pay.

Anyone can join from any State, one great big ******* group plan. You are also welcome to buy any other plan you want outside of the 3 plan group above. All medicare/Medicaid will be phased out, as you will go on the above or get your own.

Any assistance that may be given will be reviewed every 6 months. Any fraud will be assesed a fine of 10x the assistance given plus 5% interest from the date of 1st assistance payment. Any further assistance will be voided for LIFE.

My idea is similar, but is based more upon what was in effect prior to the 'reform' of Obamacare. I would propose 5-8 basic policies starting from minimal coverage, probably like your #1 to more extensive mandated coverage, probably more like what California requires. I don't know actual details that CA is the most required coverage, but it stands to reason.

In any event, create the laws necessary that either of these policies can be sold in any state, however, each state gets to set its own level of minimum coverage. If CA/NY/Wherever wants the most inclusive policy, that state can choose that as a minimum level and screw their own citizens without ******* over those in other states. Any policy over the minimum may be sold in that state, but no policies below. I'd even try to get something in there that the state legislature has to affirmitavely approve the minimum every five years or default to the basic plan.

This gives the state legislatures the ability to be involved in legislation that directly affects them and each state already has its own Insurance Commission which can administer the plans. There would be zero need for any additional federal beaurocracy (sp?).

The main problem is that if you require insurance companies to sell to those with pre-existing conditions, you MUST have an individual mandate. This is what I have a problem with, the requiring of citizens to purchase a product.
