He is retired so no... he would have to file with the league and wait for a decision to reinstate or something....
I don't want a player that doesn't want to play anymore.
I don't see why they can't. John Moffit quit 2 years ago and decided to come back. All he did was announce he wanted to come back and put his name out there for teams to consider.

there is a formal procedure and in rare cases a way to appeal to get around it... Deon Sanders had some issue with it when going to the Ravens

First of all he would have to want to come back. He doesnt, he quit to knock on doors to promote his faith. He said that's the direction god wants him to go. So the answer is a huge no.
