I still see no transactions on the Steeler site indicating that they have activated him... is he playing or are they proving a point by keeping him out with pay?

We have a roster exemption until Monday at 4pm EST. You will not see a transaction activating Bryant and waiving another player until then. Tomlin said they don't intend to announce the move until the deadline.
He doesn't want the Chargers to see what's under that stone until the last minute.
Could be trying to trade a player and/or seeing how the injury situation pans out. If Matt Spaeth can play with a cast on his hand, does that make Jesse James expendable etc.?
