So the U.S. government could socialize health care, post-secondary education, housing, natural resources, mandate 30 hour work weeks and 5 months paid parental leave and you’d consider that capitalistic?

It depends on how and why they did these things. If they nationalized those things and took complete governmental control of them and the associated industries that would be Socialism. Otherwise, it would simply be overregulation. These can be steps towards socialism but in and of themselves are not Socialism.
