They aren't allowed to actually tackle in practice anymore, are they?

Every high level pro in any sport consistently practices the fundamentals. They need to practice tackling. Wait....they are pros they should know how to tackle
They focus on tackling this much every week and still flat out suck at it every game? How many times do you see tackles attempted with a mere should hit but no wrap up? How can they never get better at it if they focus on it so much? Doesn't seem plausible.
Collective bargaining agreement limits the number of times they are allowed to actually "HIT" during practice per season. My thought is that it actually hurts the players because doing everything right up to actually hitting doesn't prepare them for the "contact and wrap" portion of the tackle. It's easy to get away from fundamentals when you don't practice doing it right all the time ... even for pros (like pitchers, batters, QB footwork, etc.).
I was out in Wyoming a few summers ago fishing. I am very interested in stream ecology, and was talking to some guys from out there. They are having some issues. Turns out years ago they began do things to cut down on the population of wolves. Didn't do much for the tourism trade to have families driving down the highways and seeing wolves gnawing on an elk. The elk then became more prosperous, and began devastating the vegetation at the side of the creeks and rivers, screwing up the stream ecology. Now the are reintroducing the wolves.
They never considered the possible consequences. This reminds me of the NFL.
Let's not let them tackle in practice! We care about the players! Now the tackling sucks, and there are more violent hits I think then there used to be because players just throw their bodies in there.
Let's improve scoring! You can't touch a receiver after 5 yards! Goody for us! This has caused teams to play more zone than ever before. Receivers run through the zones and get crushed, when if there was more man that probably would not happen as much. And there would be more man if you could be a little more physical with the receivers. We'll make rules about defenseless receivers! Now guys are getting hit in the knees.
It makes me shake my head. For a multi-billion dollar industry, there seems to be a lack of foresight sometimes.
