Pretty sure they have to wait for anything FA or RFA moves. NO trades either.
Not sure on player extensions, but I can’t remember any that have happened in the off season.
GUT feeling is nothing can happen in the off-season.

I'm pretty sure teams can re-sign their own players and sign players that are not already on a team. I think the whole point of free agency not starting until March is to allow teams first bite at re-signing their own. Based on that link, it looks like players are under contract until Mar 12th. I interpret that to mean that they can extend or sign new contracts with their contracted players before they can negotiate with other teams on Mar 10.

I would have a hard time thinking a team player that is a FA wanting to sign early. I guess there is a chance of losing money, but would think there is a better chance of gaining once market value was established. Of course you have to be a player of need and ability, and not just an average/below average player.
