Can the Steelers sign their own players if they wish, or do they have to wait for FA to start?
I'm pretty sure teams can re-sign their own players and sign players that are not already on a team. I think the whole point of free agency not starting until March is to allow teams first bite at re-signing their own. The rules and dates around player recruitment and contracts (and other matters) are at https://operations.nfl.com/gameday/nfl-schedule/2025-important-nfl-dates/.Pretty sure they have to wait for anything FA or RFA moves. NO trades either.
Not sure on player extensions, but I can’t remember any that have happened in the off season.
GUT feeling is nothing can happen in the off-season.

Based on that link, it looks like players are under contract until Mar 12th. I interpret that to mean that they can extend or sign new contracts with their contracted players before they can negotiate with other teams on Mar 10.I'm pretty sure teams can re-sign their own players and sign players that are not already on a team.
