This may be a short thread and can be deleted if I'm wrong and there is a simple answer here. I just do not recall there being a 15 day layoff between the annual Panther final preseason and week 1. Especially with adding the 17th week this doesn't really make sense.
 
The simple answer is that the NFL is giving an extra week off between the last preseason games and the start of the regular season. Usually the Steelers would play the Panthers on Thursday of the week prior to week one. This year it's the Friday of the second week prior.

It’s probably covid related… so guys picked up after last cut can play week 1
 
The NFL didn't want to open on Labor Day weekend. That's why they didn't.

Maybe since they determined the Hall of Fame game was going to be a certain date they didn't want to just push everyone else back an entire week. So they started when they normally would but only have three weeks of preseason now. We will see what they do next year.

And it gives an extra week of work pre game 1 to enable more trades and vet cuts to align with teams in need in a season with a lower cap than many expected when vet contracts were negotiated.

Beat me to it as One less pre-season game gives them an open week. That is partly why Coach Tomlin was so giddy about landing the HOF game, extra evaluation time on a shortened pre-seasom.
