No, Coach, that is not true. You - and many others - misread the situation coming out of Cleveland. Pettine did not say McCown will start this week --- he said, IF HEALTHY, McCown is the starter and Manziel is the #2.

McCown was limited in practice for the Browns on Wednesday after missing the Browns first practice of the week (remember the Browns played on Thursday, Nov 5th so they have extra practice time this week). At this point people with knowledge of the situation are saying that McCown is 50-50 at best to start, and it's uncertain how effective he can be in dealing with his injured ribs and lack of practice time.
 
Update: McCown will be limited in practice again today (Thursday). Looking more and more like Manziel...

DeAngelo is going to practice today, and he laughed every time a reporter asked him if he's going to play on Sunday.

EDIT: Haden and Whitner are not practicing for the Browns today (both with concussions) and guard Joel Bitonio has already been ruled out. McCown is participating in individual drills after mostly watching yesterday.
