If the Steelers Tag Bud Dupree, Hopefully They Learned from Prior Mistakes

I'll be the first to admit that I do not know all the intricacies involved in an NFL contract, the nonexclusive tag would seem to be a no brainer.
Other than the risk of losing him, what would the downside be?
 
Non-Exclusive and when we get their two first round picks............ We can then trade BUD to the Browns for their first round pick. The ONLY thing holding us back is the ACTUAL CERTIFIED head measurement of Bud, verified and hope like hell it's not to big.

Question: With the non-exclusive, what happens if a player sits out the year (like Bell)?
 
Seems to me the non-exclusive tag is the way to go here (as said many times) and even with any franchise tag. I know you have a proven commodity but if you can't afford the player, then you may as well get the opportunity to get 2 1st round picks. If another team doesn't grab him, it gives you a little (not much) more bargaining leverage. Realistically, no team is going to want to pay someone and give up 2 1st round picks unless that is a true franchise player. Bud is not and I wouldn't expect anyone to approach him if we put the non-exclusive on him.

I know I would take 2 1st round picks in a heart beat. Even though this team only has a 1 or 2 year window left if Ben is healthy, they still need to look toward the future.
