Maybe I'm blind or out of touch, but what happened, if anything, to the player delivering the illegal hit????

Was wondering the same thing.
A shot anywhere below the waist anywhere on the QB would warrant a flag.
I recall watching D. Brees step back and looking downfield and a defender literally fell at Brees' feet and a flag appeared faster than the French surrendering.
 
I did not hear the ref whistle the play dead. Should this be a fine?

Only if there is a rule that says you can't body slam a QB.

This is so BS, its not even funny. If it was Alex smith, Cam Newton, Jay cutler, Josh Mcown, flag or NOT, there sure as HELL would be the ensuing FINE. Maybe not t*mmy b*y though, as the ref would have thrown his leg inbetween t*mmy b*y and the defender. All in hopes of protecting the sheid and the cheat.........
