I’ve heard it both ways on this board….that he can’t build a team/roster…and that he plenty of talent but wasted it due to poor coaching/decisions.
If I had to choose which is more likely between “can’t build a team” or “he had talent but wasted it because he’s not a good coach “ I would probably pick the former.
….provided he makes the final decisions on draft day.
Then again, I don’t know if he has any input on the acquisitions that Omar makes. If not then you can’t put that on Tomlin.

It kind of is both ways
He was initially handed a very competitive roster with a franchise QB as a young coach. He ended up doing less with that gift than many expected.
The roster he was given aged out.
As coaches gain length of tenure they generally gain roster influence as well. 
In his time as HC he gained more and more roster control after he wrecked the initial sports car into the oak tree.
When tasked with becoming the builder of the new car there have been many failures there as well including 
1) his failed concept of weapons replacing the trenches so the LoS was neglected for years under his construction method until Weidl came along and recently began addressing this gross scheme failure
2) he failed to have a contingency plan as Ben was obviously aging out to replace the most important part of the race car…the engine that makes it go 
3) he’s failed at developing the “talent” he’s been a part of bringing again…in his own words that’s not his job so maybe that failure is more on Art for allowing his HC to hold this perspective and retain his job.
4) now he’s attempting a duct tape method of bringing in old guys that used to be good to retain his streak of mediocrity and keep the car from finishing in the back half of the pack
5) has the  

 idea of running players til the wheels fall off as well, which frequently contributed to his car being in less than ideal shape (missing 1-2 wheels) when he would make the playoffs 
So the two don’t have to be mutually exclusive as his influence has grown and role has changed over his extremely long tenure.
Hopefully that helps clear some of it up
Started by achieving less when given a great roster
Followed by not being able to build his own and simply sustaining mediocrity 
So yes he’s failed in multiple regards in first coaching a contender and then building one 
But he’s great at word salads and Art loves him
