So if Bell holds out say 10 weeks and then signs the the tag he get the full franchise tag price of $14 mill plus. That seems weird.

Ya that's bullshit. hold out ten games and still get 14+ million? Seem as a player that would be your best option, play six games still get to showcase your talent, reduce the chance of injury, get paid in full and next year you are on the market as a free agent. How did the owners let that slip by?
 
The only way the Steelers aren't on the hook for the full value is if they rescind the tag. Which can be done at any time before the tag is signed. So if Bell is holding out in the regular season, he didn't sign his tag. The Steelers can pull it, say week 10, but then the Pats would just pick him up...
