No, not unless you can get a 2020 draft pick for them. None of them cost the Steelers much, so they might as well be given the chance to compete for a roster spot.
You never know what injuries will occur before the real season starts.
 
Unless you HAVE absolutely NO room on the roster, then yes / cut. Otherwise you wait until cut downs to expel the deservingly so. Burns needs to get into a "BAR" fight with big chest and beat the **** outA him. It may not save his roster spot but would heighten his folklor around him.
