The trading team would control Bell's rights, so during the off season they can transition tag him which could possibly now be as little as 11 million, and if needed match an offer from another team. They could franchise tag him too, granted that would be far more expensive and unlikely. The transition tag is a far better option. The point is a trading partner would be in full control over it's ability to keep Bell with the transition tag making the suggestion that Bell can only be a one year rental a myth, sounds like propaganda being pushed by Florio and others. So in a trade scenario, there's no reason for the Steelers not to push for full value.
